Further to the November 25, 2003 PSEC CEO Rick Connolly's announcement that PSEC will fund a Third Party Review of PSEA structures, processes, and resources in light of accreditation, the PSEA Executive Committee met on November 27th to discuss the choice of individuals to conduct the review.

In the following weeks, the PSEA Executive decided to constitute itself plus University College representative Skip Triplett, President of Kwantlen University-College, as the Steering Committee for the Third Party Review. The Terms of Reference for the Third Party Review proposed by the PSEA Executive were approved by PSEC and Peter Cameron was appointed by PSEC to conduct the review.

On December 17, 2003, the PSEA Executive teleconference confirms the appointment of Peter Cameron and first met with him on December 22, 2003 to discuss the Terms of Reference.
