About Us
PSEA coordinates the following committees and the related meetings:
Purpose
The Benefits Coordination Committee (BCC) ensures the coordination of benefits administration for the sector in providing governance and oversight with respect to plan sponsorship, purchasing power, standardization, and plan administration.
Purpose
The Joint Committee on Benefits has a mandate to undertake tasks related to health and welfare benefits and disability benefits, including:
- Comparison and analysis of contract administration and costs, using criteria developed by the committee.
- Monitoring carrier performance, including receiving reports from the plan administrator(s).
- Reviewing the cost effectiveness and quality of benefit delivery, service, and administration by carriers, including access issues.
- Tendering of contracts.
- Training for local Joint Rehabilitation Committees.
Participation in the existing Benefits User Group will continue. Participation is open to institutions that are not currently members of the Benefits User Group.

Additional Members
The parties agree that institutions and unions may join the Joint Benefits Committee with the consent of PSEA and the existing member unions.
Meetings
The committee will meet up to four times per year, unless otherwise agreed by the parties. It is understood that meetings will be in virtual format.
Purpose
The Labour Relations Advisory Committee:Â
- Works collaboratively with PSEA staff and advises the Executive Director, Strategic Negotiation Services with respect to the structure and coordination of collective bargaining, and contract administration within the sector.
- Shares information and researches issues and themes that have a sectoral impact.
- Recommends the bargaining teams, bargaining objectives, mandates, and strategies for the respective Common/Multi-Employer tables.
- Participates in the development of labour relations strategies which inform the development of the Sectoral Plans and Mandates to be approved by the PSEA Board and ensures their implementation.
Membership
The Members designate a senior human resource or labour relations practitioner to act as their representative on the committee. This has generally included the head of the Members’ human resource function and others in senior Labour Relations and Employee Relations roles.
As necessary, and based on the task at hand, the Committee may seek representatives from the Ministry of Post Secondary and Future Skills, Public Sector Employers’ Council (PSEC), Senior Financial Administrative Officer, Senior Educational Services Officers Committee, and Senior Instructional Officers Committee.
Chair
The Chair will be the PSEA Executive Director, Strategic Negotiation Services.
Minutes
PSEA shall maintain the minutes/reports of the Committee.
Tasks & Responsibilities
- Consults with members of PSEA.
- Recommends collective bargaining objectives for the development of the Sectoral Bargaining Plan.
- Identifies and recommends provincial and collective bargaining issues.
- Recommends provincial bargaining themes and communications strategies.Â
- Identifies and recommends specific mandates consistent with the Provincial Government's public sector Bargaining Mandate for both common bargaining and local bargaining.
- Identifies and recommends a mechanism for implementing a provincial bargaining strategy
- Consults with the Employer Associations of other sectors, as necessary.Â
Purpose
This committee is established pursuant to the Association’s Bylaws. Its purpose is to collaborate with PSEA staff to provide the Board with information, insight, and policy recommendations on matters within the Association’s mandate as defined by the Public Sector Employers Act.
Specifically, the committee:

Anticipates, identifies, and analyzes human resource trends, policy directions, and opportunities.

Informs the creation of public policy or sectoral approaches to issues affecting human resources in the college and institute sector.

Annually establishes objectives and plans to fulfill its mandate as set out in bylaw 9.8(a), which directs the Board to maintain the Standing Committee on Human Resources Practices (SCHRP) and set its terms of reference and strategic tasks.

Identifies macro-level policy issues of sectoral importance
Membership
In accordance with bylaw 9.8(b):

Each member institution designates annually a senior HR or labour relations practitioner to serve on the committee.

Members elect the Chair and Vice-Chair from among themselves on an annual basis.

Committee members may not delegate their seat but may invite resource persons to support discussions as needed.

The CEO of PSEA is an ex-officio member.
Purpose
The purpose of the Committee is to facilitate discussion and dispute resolution, including arbitration, on the provisions of the FPSE Faculty Common Agreement and the BCGEU Instructors Common Agreement. JADRC supports the unions and employers by:
- Assisting in the administration of the Common Agreements.
- Providing a forum for dialogue with respect to issues impacting labour relations.
- Providing a forum for resolving issues with respect to implementation, interpretation and resolution of matters covered by the Common Agreements.
- Appointing an arbitrator, when necessary.
- Developing strategies to reduce arbitration and related costs.
Composition
The JADRC consists of 3 representatives of the employer and 3 representatives of the union.
JADRC Operation
Meetings of JADRC are held as needed. JADRC sets its procedures and protocols. All decisions of JADRC are mutual decisions between the parties and will be recorded or confirmed in writing.
Chair
The role of Chair will be shared by the employer and union spokespersons.
Quorum
A minimum of 4 representatives with equal representation from the Common Parties constitutes a quorum.
